近代以来,随着西方著作权观念的传入以及出版业的发展,人们的著作权意识逐渐增强,著作权观念亦逐渐近代化。在清末著作权观念近代化的影响及清末新政的推动下,清政府制定了近代化的著作权法——《大清著作权律》。《大清著作权律》虽在清末没有发挥多大的作用,但在民国初年得到了沿用,对民国时期的著作权立法产生了较大的影响,并对新中国的著作权立法亦产生了一定的影响。

In modern times, with the introduction of the western concept of copyright, and the development of the publishing industry, people gradually increased awareness of copyright, copyright concept had gradually modernized. Press actively called for the protection of copyright, and made the copyright law. Under the influence of the copyright concept of modernization and the new policies of Late Qing Dynasty, the Qing government formulated the modern copyright law -- ＂the Copyright Law of Great Qing Dynasty＂, which had great effect on copyright legislation of The Republic of China, and also had a certain impact on the new China copyright legislation.
