世界城市研究的转型方向:社会建设中的社会工作

Transformation of World Cities Study:Social Construction Perspectives on Social Work

以往世界城市研究重点集中在经济指标方面,并未体现社会性指标。而建立完善的社会保障与福利制度、创新社会治理体制、推动社会服务与社会组织的发展、提升公民参与度等体现城市社会性功能发展的范畴则提供了另一种世界城市的研究视角。根据世界城市的实践经验,其所在国家的社会建设和社会管理与社会工作的发展息息相关,引入社会工作、发展社会工作是解决社会问题、推动社会建设、提升城市社会性功能的重要力量。中国的城市目前正处于"黄金发展"与"矛盾凸显"并存时期,可以借鉴世界城市的相关经验,进行本土化改造,并向更高层级世界城市目标迈进。

Previous World Cities study built on the city's economic indicators,did not reflect social indicators. However,the social construction,including the establishment of a sound social security and welfare system,the social governance systems innovation,the government management and service levels improvements and so on,provides more open perspective of world cities studies. According to the experience of the World City,their country's social construction and social management is closely relevant to Social Work.Guangzhou city can learn from the experience of world cities social construction,pursuing to a higher level as a world city of Guangzhou goal endeavors.
