城镇化进程中安置社区治理的困境与对策——以无锡市锡山区为例

Management of Resettlement Community in the Process of Urbanization:Problems and Countermeasures

随着城镇化的进程加快,安置社区也快速增加。作为一种过渡型的社区居住与治理方式,安置社区是人的城镇化的重要途径与手段。当前安置社区治理面临对象复杂,治理环境变化较大,社区居委会治理能力建设相对滞后等困难。因为安置社区的治理兼有农村社区和城市社区的双重特质,因此必须着眼于维护广大被征地农民的根本利益,促进被征地农民适应城市化的生活方式,最大限度地增加安置社区内的和谐因素,增强安置社区居委会的服务水平和治理能力。

With the rapid urbanization, the number of resettlement communities is increasing. Resettlement community, despite a transitional location for living and means of short-term management, serves as a very important channel to transform rural citizens into urban ones. The management of resettlement communities at present is confronted with many problems, such as citizens with different backgrounds, changing situations, and delayed management training of neighborhood committee personnel. The management of these communities involves that of both rural and urban communities, therefore, above all, the interests of land-expropriated farmers should be protected, the pace speeded up at which those farmers adapt themselves to urban life, a harmonious environment created, and standard of service supplied by the neighborhood committee and management ability improved.
