论公共政策制定过程中公民参与的有效性

The Effectiveness of the Citizens' Participation in the Public Policy Making

扩大公共政策制定中公民有序参与是建设社会主义政治文明、坚持和完善社会主义民主制度、顺应时代发展趋势的必然要求。随着我国政治民主的不断发展,公民的政策参与的重要性和必要性日益显现,将公共政策制定与公民参与相互作用的必然性和可能性明朗化,从目前公民参与本身及公民参与机制面临的困境的角度,探析提高公共政策制定过程中的公民参与的有效性的方法,则有效提高公共政策制定过程的合理性、合法性和民主性,从而更好地维护广大人民的切身利益。

The expansion of the citizens＇ orderly participation in the public policy-making is the necessary requirement for the construction of socialist political civilization,for upholding and improving the socialist democratic system,and for following the development trend of the times.With the continuous development of China＇s political democracy,the importance and necessity of citizens＇ participation in public policy-making is increasingly apparent;however,the relevant article is still limited.This paper aims to make the interaction between the public policy-making and the citizens＇ participation clear,from the perspective of current plight of citizens＇ participation and participation mechanism,and to study on the methods to improve the effectiveness of the citizens＇ participation in the process of public policy-making,in order to improve the process of public policy-making＇s rationality,legitimacy and democratic,and to protect and maintain the majority people＇vital interests better and better.
