突发公共事件网络舆情在网络媒体中的传播过程

Research on the Network Media Communication Process in Network Medias of Network Public Opinion for Public Emergency

突发公共事件网络舆情具有动态性、风险性和复杂性等特点,研究其在网络媒体中的传播过程,对提高政府应对突发公共事件网络舆情的能力具有重要意义。本文以传播模式的形式再现了突发公共事件网络舆情在网络媒体中的传播过程,体现了模式中各要素之间的关系。另外,突发公共事件情境下,网络媒体所处的传播系统内外部因素的构造、功能也被进一步阐释,这其中包括对系统外部噪音、利益相关者、政府部门、网络媒体组织和受众的作用方式及动因的解构。最后,文章从正反两方面阐述了网络媒体对网络舆情的作用方式。

The network public opinion of public emergency has characteristics of dynamic, risk and complexity. It has great significance to study its communication process in network medias for government to deal with it. In this paper we first proposed a communication model to describe the communication process of network public opinion in network medias for pub- lic emergency, which expresses the relationship between the elements. After that, the exterior and interior factors of commu- nication system including noise, stakeholder, government, network media and audience are illustrated. And their functions and structures are also revealed. Finally, the positive and negative effects of which network medias act on network public o- pinion are illustrated.
