公共教育支出视角下普通高中义务教育可行性分析

普通高中教育是基础教育的最高阶段,具有基础性和公益性属性。普通高中教育的普及是经济社会发展、解决我国教育体系结构失衡问题的必然要求,有利于提高整个国民的文化水平和基本素质,促进我国从人口大国向人力资源强国转变。将普通高中纳入义务教育体系是普及高中教育的最有效途径,对于国家经济、社会发展具有长远意义。从世界各国义务教育年限及特点来看,义务教育向高中阶段延伸已成为主要发展趋势。从世界各国公共教育支出占GDP比例来看,我国公共教育支出占GDP比例尚有较大提升空间。我国普通高中义务教育的实现,依赖于国家财政性教育经费的增加及三级教育经费投入结构的优化,依赖于教育经费管理体制的逐步完善,依赖于既有成熟经验的借鉴。

The senior high school education is the highest stage of basic education in our country, which has fundamentality and public wealfare. The popularity of senior high school education is the inevitable re quirement to promote economical society development and solve the problem of imbalance in the structure of our education system. The popularity of senior high school education is helpful not only to promote the whole citizen＇s literacy and basic quality, but also to transform our country＇s big population into rich hu man resources. Bringing the senior high school into the compulsory education system is the most effective way to achieve the popularity of senior high school education and it has a long-term significance on our country＇s economic and social development. From the analysis of the duration of global compulsory education, we have found that the years extension of compulsory education to senior high school period is a major trend. From public expenditure on education share in GDP, the proportion of our country still has large room to improve. The realization of the compulsory education of senior high school is dependent on the increase of national financial education funds, on the optimization of the structure of public educational expenditure on three-levels of education, on the gradual improvement of educational expenditure management system, and on the reference of the mature experiences at home and abroad.
