推进国家治理能力和治理体系现代化,首先是实现国家治理的法治化。依法治国理论经历了孕育阶段、发展阶段和成熟阶段,现已日趋完善。依法治国方略自实施以来,虽然成绩令人瞩目,但由于存在历史传统因素、保护主义的困境、立法质量不高、法律实施环境不佳等这些阻力的困扰,大功尚未告成。全面推进依法治国,突破当前法治困境,亟需进行法治观念的革命,完善立法体制,改善法律实施环境,加强和改进党的领导,建立高素质的执法队伍等。

Promoting national governance capacity and governance systems modernization, the first thing is to achieve national governance＇ s legalization. Rule by law has experienced a nascent , developmental, and mature stage, is becoming more com- plete. Since the implement of the Rule of Law , although the results were impressive, but because of the history traditional fac- tors, the plight of protectionist, legislation＇ s poor quality, bad legal enforcement of environmental problems such resistance, great achievement has not been rolled together. Comprehensively propelling rule by law, breaking the current predicament of rule of law, there is an urgent need for the revolutionary concept of the rule of law, perfecting the legislative system, improve law en- forcement environment, strengthen and improve the party＇s leadership.
