Institutionalizing Construction of Special Inspection:Necessity,Feasibility and Measures

专项巡视的制度化是推进反腐败斗争的必然选择,是提高巡视工作效率的现实需要,是创新专项巡视方法的重要保障,但制度化的一些重要方面尚存不足。同时,常规巡视、地方实践、技术发展和古代监察制度为专项巡视的制度化建设奠定了基础、积累了经验、创造了条件、提供了参考。要建立健全基于宪法和党章的专项巡视规章,建立健全项目选择机制、队伍组合机制、沟通协调机制和成果运用机制,推动专项巡视走上制度化轨道。

The institutionalization of special inspection, which is an inevitable choice to fight against corruption, and is needed for improving efficiency of inspection and for guaranteeing innovation of inspection method. However, some important issues of special inspection have not been solved institutionally. At the same time, routine inspection, the practice of local gov- ernments, the development of technology, and the ancient supervision system provide foundation, experience, advanta- ges and reference for the institutionalization. Based on above all, to advance the institutionalization of the special inspec- tion, we should establish and perfect the special inspection systems and rules in accordance with the party disciplines and national law. Besides, it is also of vital importance to establish and perfect the mechanisms on project selection, team cooperation, communication and coordination and achievements application.
