当今社会,必须把科技创新摆在国家发展全局的核心位置,而信息技术又是一种特殊的资源和引力。从知识(经济)的时代要求和发展趋势看,应当把科技引入资源配置而构建"三元"机制。走在前沿的信息科技在其中有着重大作用,要以现代新的视野认识信息科技作为重要资源的依据及其当前发展所带来的影响;善于发挥信息科技在资源配置中的重要作用;用信息化助推"两只手"实现优化资源配置,克服"近视症"和"信息不对称"的迷惑,采取若干措施保证发挥信息引领作用。

Technological innovation should become a priority for overall national development in modern age, and modern information technology is a special resource and attractive force. From the demands of the time and the development trend of knowledge-based econo-my, technology should be integrated into resource allocation to establish a ternary mechanism. Information technology plays important roles inthis regard. We should have new horizons to regard information technology as important resource and to understand the impacts of its devel-opment. Information technology should be brought into full play to achieve optimal resource allocation so as to overcome the confusion of'being short-sighted'and'information asymmetry'. Finally, measures should be taken to ensure the leading roles of information.
