我国新型城镇化进程中资本集聚的困境与对策

The Plight of Capital Accumulation and Countermeasures in the New Urbanization Process in China

资本集聚在新型城镇化进程中起着重要作用,现阶段资本集聚与人口集聚、产业集聚、环境承载力不协调阻隔了新型城镇化的顺利发展,面临资本集聚过度化、空心化和两极化困境。文章认为,应加强新城建设的顶层设计科学规划,推动资本产城互动为新城提供产业支撑,深化农村金融、土地和户籍制度改革,破除城乡二元结构,引导资本在大中小城市均衡合理集聚。

Capital agglomeration plays an important role in the new urbanization process. At this stage,capital agglomeration and population concentration, industrial concentration and environmental capacity does not coordinate whith the development of the new urbanization, excessive capital agglomeration, hollowing out and polarization. This paper puts forward the following measures： strengthening the construction of the new town of top-level design by scientific planning, promote capital city interactive support for new industry production, deepening the reform of rural finance, land and the household registration system, break the urban and rural dual structure, reasonable guide capital in the medium cities equilibrium concentration.
