湖北省城镇化推进过程中出现了农业转移人口市民化程度不高、城镇体系和功能不健全、城市建设方式粗放等突出问题,不利于城镇化的健康、可持续发展。面对农耕文化深厚、土地约束趋紧、环境压力加大等现实约束,湖北应通过有序推进农业转移人口市民化、优化城镇化布局和形态、提升城市可持续发展能力、促进城乡发展一体化、深化体制机制改革等方式,走以人为本、四化同步、优化布局、生态文明、文化传承的湖北特色新型城镇化道路。
