全球气候变暖,对世界各国均产生影响,对资源匮乏的岛国日本来说影响更大。日本通过发展低碳经济,在防止气候变暖方面收到显著成效。日本的做法不仅体现在建立法律规范行为上,更是落实在开发新能源、使用回收资源、利用国外资源等实际行动上。日本造纸工业的低碳发展就是一个很好的例证。日本的做法和经验值得我国参考与借鉴。

Global climate warming has an effect on all countries, especially on Japan which is short of resources. Japan has received obviously achievement on preventing climate warming by developing low-carbon economy. The measures of Japan not only reflected in building legal behaviors, but also in developing new energy, using recycle resources and so on. The development of Japan paper industry is an good example, which is a useful reference to China paper industry.
