我国农村土地流转创新模式研究

Study on the Rural Land Circulation Innovative Models

农村土地流转是农村土地制度改革重要组成部分,对于增加农民财产性收入、提高农村土地利用效率和统筹城乡一体化发展具有重要意义。在我国土地流转中,各地探索出不同的土地流转创新模式。本文通过系统介绍重庆、成都、浙江和天津四地的典型流转模式,总结其土地流转模式创新中的成功经验,并揭示了其中的问题和发展方向,为其他地区改革试点提供经验借鉴。研究发现,进行土地流转模式创新,需要相关法律法规支持,保障农民合法权益,科学系统的操作程序和配套政策。

Rural land circulation is an important part of rural land system reform, for increasing farmers＂ income from property, improving land use efficiency and integrated development of urban and rural countryside of great significance. The different models of land circulation are explored in our country. This paper describes the typical rural land circulation modelsin Chongqing, Chengdu, Tianjin, Zhejiang, summa- rize the successful experience, and reveals the problems and the development direction, so as to provide experience for the reform of other areas. We found that land circulation model need to innovate, and should be supported by relevant laws and regulations to protect the legiti- mate rights and interests of farmers, and to accomplish the scientific of the operating procedures and policies supporting.
