基于省级面板数据的财政支出环境治理效应研究

On the environmental governance effects of fiscal expenditure based on provincial panel data

运用省级面板数据模型对我国环境保护财政支出的环境治理效应进行实证分析,结果表明,财政支出的环境治理有效,均对工业废水、工业二氧化硫和工业固体废物的排放有明显抑制作用。因此,建议进一步加大对污染治理难度大的地区的财政转移支付,扩大绿色采购范围等,以提高财政支出环境治理效应,改善环境质量。

The research about environmental governance effects of fiscal expenditure based on the provincial panel data model shows that fiscal expenditure is effective on environmental governance. And the fiscal expenditure can significantly reduce the emissions of industrial wastewater, industrial sulfur dioxide and industrial solid waste. Therefore, it is recommended that we should further increase fiscal transfer payment towards the areas of difficult pollution governance, and expand the scope of green procurement and other measures to improve the effects of fiscal expenditure＇ s environmental governance, and thus to improve the environmental quality.
