进一步转变政府职能是中国入世和建立完善的市场经济体制的需要。当前我国各级政府实现政府职能转变的条件包括 :培育强大、完善的社会中介组织和提升社区自治能力 ,创建有中国特色的城乡社区 ;

China's entry to WTO and the establishment of a perfect market economic mechanism call for the further transformation of governmental functions. The conditions for transforming functions of governments at different levels include: cultivating a powerful and perfect network of social intermediary agencies, enhancing the self-governing capacity of the communities and setting up communities of Chinese characteristics in urban and rural areas (external factor); enhancing policy-making capacity of the Government and strengthening the construction of working styles (internal factor).
