Rational Thinking after the Adoption of the Blueprint for the 10th Five-Year Plan

虽然十五计划纲要已经全国人大通过 ,但这不等于十五计划的讨论就此结束。文章认为编制十五计划应该有充分的前提 ,比如五年计划的法律地位 ,五年计划的数据基础 ,五年计划的编制程序 ,五年计划与发展战略等都应该首先研究解决。文章还提出 ,五年计划应该有充实的内容 ,比如应该有预测 ,应该有中心等。

In the viewpoint of the author, the discussion about the Blueprint for the 10th Five-Year Plan hasn't come to an end although it has been adopted by the National People's Congress. The article holds that there should be sufficient preconditions for the making of the 10th five-year plan i.e. problems concerning its legal status, statistical basis, mapping procedure and overall development strategies should be resolved in advance. The article points out that there should be more concrete contents like predictions and focus.
