南京市环境风险分析与防范对策研究

Analysis and Countermeasures of Environmental Risk in Nanjing City

该文分析了南京市环境突发事件的主要类型和特点,认为南京的高风险源主要有危险化学品、危险废物和重金属3类。从产业结构、产业布局、地形地貌、企业意识和搬迁企业遗留问题等方面,分析了南京市环境风险存在的主要原因。并且从构建管理体制机制、完善法律法规制度、加强重点企业监管、强化污染搬迁企业整治、完善环境污染强制责任险等方面,提出了南京市加强环境风险防范的对策和建议。

This paper analyzed the main types and characteristics of environmental emergencies in Nanjing city. From aspects of industrial structure,industrial layout,topography,the environmental consciousness of the enterprise and the relocation of business problems left over,the paper analyzed the main reasons for the environmental risk.And several suggestions are proposed,so as to strengthen risk prevention of the envi？ronment in Nanjing city.
