油气管道系统具有点多、面广、线路长的特点,选择资产管理方法,实现资产在整个寿命周期的完整性存在诸多问题,因此,寻求一种适宜的资产管理方法尤为重要。列举了国内外石油公司进行资产管理的成功经验,得出大型石油公司均采用的是资产完整性管理方法。通过调研管道系统资产安全事故,得出影响资产完整性管理的主要因素是领导监督或规划不足。基于此,提出实现管道系统资产完整性的重点是确保在资产整个生命周期贯穿完整性管理,给出了管理方案,提出了改进建议,给出了严格执行资产评估和维护的9大流程。在全寿命周期实施完整性管理,可以最大限度地实现资产完整性。

Oil and gas pipeline system has the characteristics of multiple terminals, wide coverage and long lines. Many problems exist in the selection of asset management method and realization of integrity in the entire life cycle, so it is very important to seek for an appropriate asset management method. In this paper, the successful practices of some Chinese and foreign oil companies in asset management are coalesced, indicating that all large oil companies adopt the method of asset integrity management. By investigating asset safety accidents in pipeline system, it is found that key factors inducing such accidents are mainly inadequate supervision or planning. In this regard, this paper suggests that in order to realize integrity of pipeline system, it is essential to maintain the integrity management in the entire life cycle of the assets. The management plan and some improvement suggestions are also provided. It is concluded that by following nine assets evaluation and maintenance procedures and implementing integrity management in the entire life cycle, asset integrity can be realized to capacity.
