The Security Role of The Law In The Development of Science Foundation

科学基金事业的良性发展离不开健全、完善的科学基金法律体系的保障。后者对前者的主要保障作用体现在确立权责、价值平衡、规范程序、保障实效四个方面。这既是国外科学基金制度发展的成功经验,也应当成为我国科学基金法制健全的未来发展方向。

This article discusses the security role of the law in the development of science foundation, on the basis of the positive experiences of the foreign science foundations. Such security role consists of four aspects, including verifying of rights and obligations for the parties in- volved, balancing the values, setting up the due process, and securing the effects for the work of the science foundation. This is not only the foreign science foundations＇ positive experiences, but also the way that we should take.
