矿泉水资源管理体制现状分析、存在问题及政策建议

Discussion on Construction of Security Protection System for Government Websites

我国的矿泉水资源管理体制改革历程可分为3个阶段,新形势下,矿泉水资源管理体制机制建设已成为生态文明建设和保障水安全的重要组成部分。从法律和机构冲突、相关法规界定不清、开发与保护工作分离、过分依赖行政手段等方面论述了矿泉水资源管理体制存在的问题。在此基础上,从加快法律法规修订起草、推动涉水的资源环境大部制改革、发挥市场激励政策的作用、建立健全政府问责制以及鼓励社会力量参与等角度提出了一揽子政策建议。

The management system reform course of mineral water resources in China can be divided into three stages. The system mechanism reform is an important part of ecological civilization water security constructions. This paper discusses the management system problems of mineral water resources from the perspectives of law department conflicts, ambiguous regulations, separation between exploitation protection and lack of market means. On these bases, some policy suggestions are put forward, including： accelerating the revision drafting of laws regulations, promoting the super ministry reform, implementing market policies, improving government accountability system and encouraging the participation of social forces.
