“网络中立”:美国立法之困及启示 被引量：1

摘要 美国"网络中立"立法历经十余年无结果,最新动向显示,立法意图背离"网络中立"理想,标志着以"网络中立"为目标的立法尝试陷于困境。撇开政治纷争的因素,移动互联网的兴起、互联网生态的变迁、网络权力结构重组和内容传输技术的广泛应用,是造成这一结果的内在原因。它对中国互联网产业政策的选择有多重启示。
