在新的历史时期,应紧贴军队建设发展实际,把握依法治军、从严治军的五大着力点:听党指挥,依法确保党对军队的绝对领导;立法先行,促进军队战斗力提高;执法从严,保障军队正规化建设;法德结合,实现他律与自律相统一;科学发展,提高依法治军、从严治军的素质能力。

In the new historical era, we should focus on the status quo of the army＇s development and improve the standard of strictly ruling the army in accordance of the law from the following five points： strengthening and ensuring the leadership, of the party over the army; strengthening legisla- tion to promote the battle effectiveness of the army; strengthening the law enforcement to guarantee the normalization of the army; combining the rule of law and rule of morality to realize the unity of self-discipline and heteronomy; scientifically improving the capacity of strictly ruling the army in ac- cordance of law.
