Cadres serve as the decisive factor in the process of building a strong army under the new situation. Keeping in mind the change and development of situation and mission, as well as being guided by the President Xi＇s important statements on enhancing the build-up of PLA talents, we should change our ideas, consolidate the post qualification, innovate experience-accumulating plat- form, perfect testing and assessing mode, and optimize reserve mechanism. In these ways, we can select and appoint excellent talents of all kinds for the crucial posts and provide a strong personnel support for PLA＇s build-up.
