水电工程移民安置长效补偿机制的探讨

Discussion on the Long-Term Compensation of Hydropower Engineering Resettlement

四川省水电资源丰富,受土地资源缺乏的影响,采取农业安置方式安置水电工程农村移民的难度越来越大。阐述了移民安置长效补偿机制的内涵、方法和效果,在试点基础上,在省内全面推行移民安置长效补偿机制有实践经验、群众基础、政策依据,可以妥善处理新时期水电移民工作中面临的问题。

Sichuan Province is rich of water resources, influenced by the land resources shortage, the agriculture resettle-ment way for rural resettlement in hydropower engineering is more and more difficult. This paper elaborated the connotation method and effect, of long-term compensation mechanism. On the basis of experiment, the full implementation of the re-settlement long-term compensation mechanism has the practical experience, mass foundation and policy basis, it can properly handle the problem of hydropower engineering resettlement in the new period.
