摘要
目的:分析当前西藏卫生人力资源配置与利用的影响因素,为西藏将来制定科学的卫生人力资源配置标准提供依据。方法:利用现场定性访谈资料进行分析。结果:西藏当前卫生人力资源配置的影响因素主要包括人员引进与管理制度;医学教育与培训;人员激励措施以及工作环境等。结论:西藏应优化卫生人员引进等人事管理制度,加强医学教育与培训,建立科学的绩效考核制度并积极创造良好的工作条件。
Objective:To analyze the influencing factors of the current health human resource allocation and utilization in Tibet,so as to provide basis for making further scientific health human resource allocation standard in Tibet.Methods:The data of qualitative interviews were used to process the analysis.Results:The influencing factors of health human resource allocation and utilization in Tibet included the staff recruitment and management system,medical education and training,staff motivation measurement and working environment,etc.Conclusion:It needed to optimize the personnel management system of health personnel recruitment,strengthen scientific performance assessment system and positively create good working condition.
