Combined with the overall development idea of "water and electricity as the core, equal attention of new energy and water, coordinated development of industry integration", this paper takes the effectiveness and pertinency as the goal to help the companies construct the team of high-tech talents and high-skilled talents and realize the win-win situation of staffs' personal goals and companies' goals.
