摘要
通过对哈齐高铁哈尔滨段建设所引发邻避事件的剖析及对公众利益与私人利益的辨析,提出了相应对策和管理措施,并在事件的发展中汲取可行的解决方式,促使邻避设施的规划和建设回归到理性、公平、公开、和平的基础上,以期化解高速铁路及其他类型邻避设施规划建设可能面临的矛盾和困境。
According to the analysis of the not-in-my-backyard accidents in the construction of Harbin Section of Harbin-Qiqihar expressway and its public and private benefits,the paper points out respective strategies and management measures,adopts feasible solutions in the development of the event,and enhances the planning and construction of the not-in-my-backyard to return to the reasonability,fairness,openness,and peace, so as to solve some contradiction and troubles in the facility planning construction of expressways and other types.
