摘要
基层综合性应急救援队伍是应急救援体系的重要组成部分,其先期处置能力是基层安全的重要保障。我国基层应急救援队伍组建及管理实践仍处在探索阶段。本研究在调查分析我国基层应急救援队伍现状及发达国家基层应急救援队伍实践经验的基础上,提出了基层综合性应急救援队伍的"多元发展+灵活整合"组建模式,"一体化管理"体系及"标准化管理"运行机制。
Community emergency rescue team is an important contingent of the whole emergency rescue system. After disaster, capabilities of offering first responder services play an important role in the guarantee of community safety. Based on an investigation of cur- rent circumstances of emergency rescue teams of china, following an analysis of the experience of typical developed countries, the paper tries to propose three emergency team construction models, which characterized by diverse patterns and flexible integration. At last, around how to improve rescuing effectiveness, the paper also discusses relevant integrated management system.
