高虹镇外来务工人员医疗保障现存的问题及对策——以节能灯生产行业为例

Problems and Countermeasures of Migrant Workers' Medical Insurance in Gaohong——Take Energy-Saving Lamp Manufacturing Enterprises as an Example

我国对外来务工人员的医疗保障体系不健全,导致外来务工人员对医疗的需求得不到满足。从对临安市高虹镇的节能灯生产企业的外来务工人员的调查结果来看,外来务工人员医疗保障权益缺失的原因:宏观上是国家相关政策法规的缺陷;微观上是行业性质特点和参保主体特点。所以,在保证全国医疗保障统筹的前提下,应该从建立全国统一的医疗保障体系、整合医疗保障内容、推行电子医保、进行多样化的宣传四个方面来完善医疗保障体系,满足外来务工人员的医疗保障需求。

In China, the medical insurance system for migrant workers is not perfect. Thus, the med- ical demands of migrant workers are not being met. The result of the investigation, made on the migrant workers who work in energy-saving lamp enterprises at the town of Gaohong in Lin＇an, shows that mi- grant workers＇ rights of medical insurance have not been protected, which was caused by the defect of national policies and regulations from the macroscopic view while from the microscopic view, resulted from the nature of the industry and the characteristics of migrant workers. On the premise of guarantee- ing the medical insurance plan as a whole, a unified national medical insurance system should be estab- lished; the content of medical insurance should be integrated; e-medical insurance need to be put into ef- fect and diversified propaganda must be carried out to perfect the medical insurance system and meet the medical demands of migrant workers.
