摘要
随着社会保障全覆盖制度推行,社会保险及其经办机构任务的增加,社保经办经费不足,人员不足、负荷过重,其服务质量和效益难以提高等问题日益显现,社会保险征管、运营体制也不够统一规范,全国信息网络系统不够通畅。在落实党的十八届三、四中全会精神、全面深化改革中,社会保险应加快顶层设计,理顺征管体制,完善经办系统信息网络联通建设,增加经费投入,加强经办人员队伍建设和基金收入风险管理,探索建立法人治理结构,加快社保卡推广进度,全面提高社会保障社会化服务水平。
With the Full coverage of social security system developing, tasks of social security in handling in- stitutions grow dramatically. Consequently, problems have appeared such as lack of handling fund and personnel, increased burden, poor service quality, low efficiency, collection and operation system lacking in standardization, and national information network being blocked. Top-level design of social security should be hastened, handling system organized, information network broadly connected, fund increased, construction of handling team and risk management strengthened, structure of legal person governance explored, and use of social security cards quickened to comprehensively improve service level of social security.
