农业转移人口市民化社会保险成本及其分担机制研究——以湖南省资兴市为例

A Study on Social Insurance Cost and Sharing Mechanism of the Citizenization of Agricultural Transfer Population——Setting Zixing City Hubei Province as an Example

农业转移人口市民化是当前新型城镇化建设的重点,社会保险成本是农业转移人口市民化进程中的重大支出,基于湖南省资兴市作为中小城市的典型样本来研究,农业转移人口在市民化进程中城镇职工社会保险的人均成本为19660元,城乡居民社会保险的人均成本为940元,试点期内总成本为20.17亿元。总成本由政府、企业和个人三者进行分担。

The citizenization of agricultural transfer population is the focus of the current new urbaniza- tion construction, and the social insurance cost is the major spending in its progress. Setting Zixing city Hu- bei province as an example, as the typical sample of small and medium--sized city, its average social insur- ance cost of urban workers is 19660 Yuan per person, while its average social insurance cost of urban and rural residents is 940 Yuan per person, and the total cost is 2. 017billion Yuan in the pilot period, which is shared between the three： government, enterprise and individual.
