石油天然气企业推进混合所有制改革的思考

混合所有制企业的出现是伴随着改革开放的深入而出现的新兴的企业组建模式。发展混合制经济有利于油气企业建立市场竞争机制,有利于专业化发展,有利于国际化经营。石油石化企业在国内油气勘探和销售领域逐渐开放,混合所有制改革吸引非公有资本投资。目前,对发展混合所有制还存在认识误区,市场环境还不完善、法律法规不完善也制约了混合所有制经济发展。为此,建议一方面健全相应的法律保障体系和市场机制;另一方面油气企业应建立更加完善的市场经济和监管体系。

For enterprises, an emergence of mixed ownership is not only accompanied by reform development but also an innovative building mode. For oil and gas companies, developing the mixed economy is beneficial to set up market competitive mechanisms, to have a professional development, and to do international business.The field of domestic oil and gas exploration and sales in China petroleum and petrochemical enterprises opens up gradually, and the mixed ownership reform attracts more and more private investment.At present, there are still some misunderstandings. In addition,both incomplete market environment and laws and regulations may also restrict a development of mixed ownership. So, it is suggested to(1)improve the corresponding legal security system and the market mechanism; and(2)establish a more perfect market economic and regulatory system.
