摘要
公务员引咎辞职制度作为责任政府建设的重要内容之一,我国公务员引咎辞职尚未形成完整的法律体系。《公务员法》对引咎辞职制度的规定缺乏可操作性,使得政策性规定成为重要实施依据,需以立法形式完善《公务员法》相关规定及配套法律,明确其主体、条件、程序、引咎辞职后的人事安排、监督机制等内容,使其向程序性问责转变,并借鉴西方国家培养以责任意识、民主法制观念为核心的政治文化。
Civil servant' s blame - taking resignation is an important element in constructing responsible government, but in our country rele- vant integrated legal system has not formatted. In Civil Servant law poor - maneuverability regulations of blame - taking resignation cause the policy provi- sions to be implementing foundation, transforming it into accountability procedures in legislation the relevant regulations and complement law should be definite in subject, condition, procedure, personal assignment after blame - taking resignation, supervision mechanism, etc, besides learning from the West to cultivate the political culture with the core of responsibility, democracy and monocracy.
