完善我国公务员引咎辞职制度的立法思考

公务员引咎辞职制度作为责任政府建设的重要内容之一,我国公务员引咎辞职尚未形成完整的法律体系。《公务员法》对引咎辞职制度的规定缺乏可操作性,使得政策性规定成为重要实施依据,需以立法形式完善《公务员法》相关规定及配套法律,明确其主体、条件、程序、引咎辞职后的人事安排、监督机制等内容,使其向程序性问责转变,并借鉴西方国家培养以责任意识、民主法制观念为核心的政治文化。
