时至今日物资采购已经由传统的业务操作型向管理型转变,并发展为科学理性采购。本文结合中石化在俄罗斯W区块海上项目采办管理工作实践,就如何正确理解科学理性采购中的安全、及时和经济的重要性和相互关系进行了探讨。

Nowadays, procurement has transformed itself from traditional business operation to management, and become scientific and rational procurement. Taking the procurement management practices of W block offshore drilling project of Sinopec in Russia as an example, this article discusses how to correctly understand the importance and mutual relationship of safety, timing and economic in scientific and rational procurement.
