通过组建中医医疗集团，变革管理模式，形成多元办医格局，整合医疗资源，构建城乡医疗服务体系，促进医疗资源下沉，完善分级诊疗机制，发挥中医药特色优势，增强基层中医药服务能力，实行人、财、物高度集中统一管理。
The newly-formed TCM medical group is characteristic of innovative management, diversified medical service provision, integration of medical resources, building of urban/rural medical service systems, promoting medical resources availability to primary care, perfecting hierarchical medical service mechanism, leveraging advantages of traditional Chinese medicine and its primary care capabilities, centralizing human, financial, and material resources management.
