摘要
概述智能电网调度控制技术相关的IEC国际标准、国家标准及行业标准的总体情况,总结智能电网调度和智能变电站在实施相关标准方面的经验与教训,深入分析IEC 61970、IEC 61850等主流标准存在的问题,结合电网运行控制的实际需求以及计算机和通信等技术的发展趋势,提出解决问题的基本思路和主要措施,论证了基于"通用安全架构、通用通信协议、通用模型描述、通用服务界面"的智能电网调度控制技术标准体系。
A survey on the overall situation of IEC standard, Chinese national standard and industrial standard related to the dispatching and control technologies for smart grid is given, and experiences and lessons of implementing relevant standards to smart grid dispatching and smart substation are summarized. The problems existing in such mainstream standards as IEC 61970, IEC 61850 and so on are analyzed in depth, and combining with the actual demands of power grid operation and control as well as the development trend of computer and communication technologies the basic idea and main measures to cope with the problems are proposed. Besides, the standard architecture of smart grid dispatching and control technologies, which is based on the unified security structure, unified communication protocol, unified model description and unified service interfaces, is demonstrated.
