高载能负荷参与的电网消纳风/光电能力定量预评估方法 被引量:22

A Quantitative Method to Pre-Evaluate Power Grid's Capability of Accommodation for Wind/Photovoltaic Power Under Participation of High-Energy Load

摘要 在实施"源-源"、"网-源"协调控制后,甘肃酒泉集中接入电网的大规模风/光电消纳问题仍然突出。将大容量且具有较好调节特性的高载能负荷作为充裕性资源参与消纳风/光电协调控制是解决该问题的新途径。在无已投运系统数据供参考的情况下,给出了工程应用前期的定量预评估方法。在分析高载能负荷调节特性的基础上,依据国际节能效果测量和认证规程(international performance measurement and verification protocol,IPMVP),充分考虑断面功率约束和负荷可匹配上调容量约束,计及负荷参与程度,建立高载能负荷参与电网消纳风/光电的3阶段统计模型和预评估的定量计算方法,得出高载能负荷参与消纳的电量大小与负荷所需最小调节响应时间。利用该方法对甘肃电网进行实例计算,初步论证了工程应用的可行性。 Implemented the coordinated control of power source with power source and that of power grid with power source, the problem of accommodating large-scale wind power/photovoltaic (PV) power that is concentratedly grid-connected at Jiuquan prefecture in Gansu province still exists. There is a new approach to solve this problem, which regards the high-energy loads possessing high capacity and better regulation characteristics as the adequacy resources participating the coordinated control of accommodation of grid-connected wind power and PV power. Without the data available for reference from the system being put into operation, a quantitative pre-evaluation method for earlier stage of engineering application is proposed. On the basis of analyzing the regulation characteristic of high-energy load, and according to the international performance measurement and verification protocol (IPMVP) and adequately considering the constraint of tie line power flow and the constraint of upward capacity regulation compatible with the high-energy load as well as the participating extent of the high-energy load, a three stage statistical model for high-energy load participating the accommodation of grid-connected wind power and PV power and a quantitative calculation method are established to obtain the accommodated electricity quantity, which the high-energy load participates in, and the least response time required by the high-energy load to be adjusted. The proposed method is applied in the calculation of Gansu power grid and the feasibility of the proposed methodis validated by calculation results.
