The implementation of the catalog outsourcing in libraries become attend. The quality control of the bibliographic data in the outsourcing of library cataloging work is necessary. This article proposes anew system of a unique cataloging outsourcing quality management model being responsible for outsourcing of cataloging service to the quality control of the bibliographic data, which can save cost of library and solve quality control problems.
