基于SWOT分析的土地信托流转试点研究——以安徽省宿州市为例

SWOT Analysis of Pilot Land Trust Circulation:Taking Suzhou City of Anhui Province as An Example

土地流转是推进新农村建设及城镇化建设的重要途径。"信托"的出现对土地流转是一次深刻的变革,对其展开研究颇有意义。结合SWOT分析方法,理论联系实践,对宿州市土地流转信托模式的优势(Strength)、劣势(Weakness)进行分析和评估,对外部的机会(Opportunity)、威胁(Threats)进行总结。从完善法律法规体系、构建风险管控和社会保障机制、加强诚信政府建设3个方面提出对策,为宿州市土地流转进一步推进提供参考。

Land circulation is an important way to promote the new rural construction and urbanization.The occurrence of trust is a profound change for land circulation, and it is of great significance to discuss land trust.Adopting the method of SWOT analy-sis, combining the theory with the practice, the author analyzed and evaluated the strengths and weaknesses of land trust circulation in Suzhou city, Anhui province, summarized its external opportunities and threats, and put forward countermeasures from the follow-ing three aspects：perfecting the system of laws and regulations, constructing the mechanisms of risk management and social securi-ty, strengthening the construction of honest government, for the sake of providing reference for the further development of land trans-fer in Suzhou city.
