关于农村耕地整治发展与建议

阐述了耕地整治的综合性和工程性及国外耕地整治的经验与措施,结合我国耕地整治存在的问题,系统地提出了我国农村耕地整治工作的建议。为了保障我国耕地整治有效开展,必须创新耕地整治方法并紧紧围绕5个有利于,即:良种、良法和良田同步推进,有利于增强粮食的综合生产能力;按照适度规模生产要求,有利于农业机械化作业;运用最新的信息技术手段,有利于信息化动态监测管理;必须遵循自然生态规律,有利于促进生态农业的发展;进行适宜性定量化评价,有利于发展特色经济作物;通过耕地整治与工程技术共同作用,有利于加快新农村建设,快速提升现代农业发展。

This paper expounds the comprehensive and engineering properties of cultivated land reclamation, the experi- ence and measures of land reclamation in advanced foreign countries. Combining with the problem of cultivated land rec- lamation in our country, this paper presents suggestions systematically about rural land reclamation work of our country. In order to ensure effective development of cultivated land reclamation in our country, we must innovate cultivated land reclamation methods around five benefit ： It is advantaged to strengthen the comprehensive production capacity of grain, to develop synchronously well-seeds, well-methods and the well- land; In accordance with requirements of the moderate scale of production, It is advantaged to agricultural mechanization operation; By means of the new information technology, It is advantaged to the dynamic information monitoring management ; Follow the rules of natural ecology, It is advan- taged to promote the development of ecological agriculture; With suitability quantitative evaluation, It is advantaged to develop characteristic economy crops; By combining cultivated land reclamation with engineering technology, It is advantaged to accelerate the construction of new countryside, promote modem agriculture development quickly.
