Reflections on the Mechanism of Urban Community Participation

参与民主因具有保护性功能、教育功能和整合功能而备受赞誉,但是参与涵盖了从"决策"到"在场"的多层含义,不同层次的参与,其发挥的功能及其程度也不相同。我国的城市社区参与既是一种社区治理方式,又被纳入到国家基层政权建设的范畴,因此实践中社区参与呈现出被动性以及政治性参与不足、参与意识淡薄、参与程度不深、参与效能感不高等问题。在现代国家治理体系中,提高居民的参与意愿和参与能力,必须通过法律法规建立和完善社区参与机制。

Although participatory democracy is much acclaimed for its protective, educational and integrative func- tions. The concept of participation has many layers of connotation ranging from ＂decision-making＂ to ＂being present＂, each.with functions and extent different from others. Urban community participation in China constitutes a mode of com- mumty governance while, at the same time, has also been incorporated into the construction of state political power at the grassroots level. This duality of function has given rise to many problems in the practice of community participation, in- cluding passiveness of participation, insufficiency in political participation, lack of the consciousness of participation, and low degree and low-efficiency of participation. In a modern system of state governance, citizens＇ will and capacity of par- ticipation can be enhanced only through the adoption of laws and regulations and the improvement of the community par- ticipation mechanism.
