平陆县扶贫移民城镇化的途径及其效应研究

Way of Urbanization of Immigration for Poverty Alleviation and Its Effect in Pinglu Country

扶贫移民是贫困地区人们摆脱贫困的途径之一,山西省平陆县作为国家级贫困县享受着扶贫移民的政策,在扶贫移民过程中移民迁入地类型多样,其中向城镇地区移民是一个重要的、难度最大的移民类型.本文将扶贫移民的城镇化途径分为两种:"一步到位"和"逐步走".在研究这两种途径特征及其效果的基础上,从经济效益、社会效益、心理效益等方面进行两种途径的效果比较,得出结论:从经济效益、基础设施的完善程度、未来的满意程度以及长远的发展来看,"一步到位"的途径效果好;从社会关系、移民短时期心理的满意程度来看"逐步走"的途径会更好一些.

Poverty alleviation immigration is one of the ways to help poor areas people out of poverty. Pinglu county in Shanxi province, as a state-level poor county has enjoyed the immigration policy for poverty alleviation. In various types of poverty alleviation about immigration process, migration to urban areas is an important and most difficult immigrant type. In this paper, poverty alleviation immigration way of urbanization can be divided into two kinds, reaching the designated position in one pace and step by step. On the basis of studing characteristics two ways and its effect, we compare the effect of the two ways in economic effect, social effect and psychological effect. The conclusion is that from the economic effect, the improvement of infrastructure, the future of satisfaction and long-term development, good effect is gained in a one-off way. But from the social relation, immigration short-term psychological satisfaction, the way of step by step will be better.
