摘要
初始排污权的分配及定价是排污权交易制度实施过程中的一个难点。本文利用双层多目标规划研究了初始排污权的分配及定价问题。根据排污权管理机构和各排污者在排污权市场上的行为特征,构建了初始排污权分配及定价的双层多目标规划模型,并给出了相应的求解算法。最后用一个简单的实例验证了模型的可行性。
One of the difficulties in the process of implementing the emission permits trading system is how to allo-cate and price the initial emission permits .In this paper , the bilevel multi-objecive programming is applied to study the problem of initial emission permits allocating and pricing .According to the behavior characteristics of government organization and emission permits users , a bilevel multi-objective model of initial emission permits allocating and pricing is constructed and an algorithm is proposed .Finally, an example is given to illustrate the idea of constructing and solving the model .
