入境船舶“特定泊位检疫”的实践探讨

随着国际传染病流行态势变化、国际贸易的快速发展以及改革的要求,传统锚地检疫的船舶检疫方式正与新的形势不相适应。本文结合盐田口岸的实际情况,提出"特定泊位检疫"的检疫方式,并对其基本内涵、合法合理性及特定泊位的特定条件进行阐述。"特定泊位检疫"是锚地检疫的补充,该模式既能加快通关速度、促进地方经济发展,又能提升检验检疫的监管效益,实现多赢目的。

With the change of international infectious disease epidemic situation, rapid development of internation- al trade and the reform requirements, the traditional anchorage quarantine for entry vessel is incompatible with the new situation. At Yantian terminal, we propose specific berth quarantine for entry vessel and elaborate its connota- tion, legality, rationality and specific conditions. Specific berth quarantine is a supplement of the anchorage quar- antine. It can speed up the quarantine, promote the local economic development, enhance the inspection and quar- antine effectiveness, and finally achieve the multi -win.
