维和二级医院应对难民潮危机的做法

Practice in Dealing with Refugees Crisis of Peacekeeping Level Ⅱ Hospital

赴南苏丹维和二级医院执行维和任务期间,驻地突然发生部族武装冲突,大量难民涌入UN城。难民成份复杂,秩序混乱,缺少食物,卫生条件极差,二级医院营区紧邻难民点,防卫力量薄弱,安全形势严峻。二级医院迅速启动应急预案,加强情报收集,提高防卫能力,从严管控部队,做好食物储备,积极开展国际人道主义援助,有效化解危机,确保维和部队人员、财物安全。确保信息渠道通畅、科学制定预案、加强队员心理疏导、超前做好物资储备是应对危机的有效措施。

During the period of participating the operations of Peacekeeping level II hospital in south Su-dan, an armed conflict happened suddenly between local tribes .A large number of refugees fled to the UN city . Refugees came from different tribes , of confusion order , lack of food, poor sanitary conditions .Level II hospital was close to the refugee camp , the defense force was weak , and the security situation was grim .So we rapidly star-ted the emergency plan , strengthened the collection of information , to improve the defense capability ,strictly con-trolled team, completed the food reserves , actively carried out international humanitarian aid , and effectively re-solved the crisis , to ensured that the peacekeeping personnel and property safety .The author pointed out that ensu-ring information channel unobstructed , of scientific plan , strengthening the psychological counseling , reserving ma-terials in advanced are the effective measures to cope with the crisis .
