我国廉租房现状分析及完善的措施

Current Situation and Countermeasures of Low-Cost Housing in China

民生问题涉及国家的长治久安,人心向背,是我国构建社会主义和谐社会的前提,而住房保障则是民生工作的主要内容.我国自1998年正式建立廉租房制度至今已有近17年的历程,国家投入大量的财力和精力,其目的是全面完善我国的住房保障制度,确保实现"住有所居"的目标.通过对我国廉租房运作机制出现的问题加以反思,学习西方发达国家的经验来健全、完善廉租房管理体制,寻求一条符合我国基本国情的廉租房保障措施,提出我国廉租房运作机制的解决办法.

Housing security is the main content of people＇ s livelihood, which is not only the premise of building a harmonious society, but also an important guarantee for the country＇s lasting political stability and mass consciousness. And low-cost housing system is a new way to carry out the goal of housing for everyone, especially the low income families. The development of low-cost housing system in the past 17 years shows that government has invested a large amount of energy and money to improve the whole housing security system since 1998, when the low-cost housing is established. Through learning western experiences and taking the existed problems into consideration, a countermcasure, which is suitable for our national circumstances, is found and the solution of low-cost housing operating and management mechanisms is presented in the paper.
