历史上中国与周边构建了稳定的关系结构与秩序,至近代,由于中国的衰落,传统的关系与秩序崩塌。新中国的建立结束了百年衰落的下行线,开始逐步重建周边关系与秩序,但长期受到多种因素的制约,以周边为基础的区域观并没有确立起来。改革开放后,特别是冷战结束以后,中国采取新的措施逐步与周边国家实现关系正常化,形成愈益密切的经济关系,利用不断提升的实力和影响力,推动地区关系向良性的方向发展,并且在调整中构建新的地区发展和安全秩序。对中国来说,构建秩序的目标不是为了获取霸权,也不是要建立以己为中心的势力范围,而是为了一个稳定、和平、合作、发展的地缘区域综合环境。在此基础上,中国的周边区域观开始回归,命运共同体成为中国构建新周边关系与秩序的重要载体。中国与周边国家关系以及周边地区秩序的变化要放在历史转变长进程中来认识和考察。

In the ancient time,China and its neighboring states established a stable structure of relations and order.But the traditional relations and order collapsed due to China's decline.China's regional conception was not rebuilt up in a long time even after the establishment of the People's Republic of China.China started to make more efforts on rebuilding the relations with its surrounding neighbors by developing economic relations and enhancing cooperation after the reform and opening-up.China's regional concept based on the surrounding areas has come back and China has made great efforts to rebuild the relations and order with new thinking and new approaches.It is important to see this change in a long historical view.
