机构养老服务是社会养老服务体系的重要支撑,其理论基础是适度普惠型福利理论、福利多元主义理论和基本公共服务均等化理论。西方国家社会福利服务从机构化到去机构化,为我国机构养老服务的发展提供了宝贵经验。我国机构养老服务要坚持以人为本的基本理念,把一切为了满足老年人的养老服务需求、确保老年人的生活质量作为根本出发点和落脚点;坚持满足需要、责任共担、协调发展、因地制宜四项基本原则。基于此,应正确认识机构养老服务的功能,合理界定三类养老机构的目标消费群体,重视养老机构的数量、规模、质量和价格,完善并落实养老机构优惠扶持政策。

Organization care service is the important support for the social care service system. The theoretical basements of its perfection are theories of the suitable universal welfare, pluralism of welfare and the equality of basic public service. The policy practice of social welfare service in the western countries provides valuable experiences for the development of organization care service in China. Organization care service in China should insist the basic idea of regarding man as the noumenon, regarding meeting the care service demand and ensuring the quality of life of the elderly as the fundamental starting point and the last stop. Organization care service in China should insist the four cardinal principles of meeting the needs, shared responsibility, coordinated development and suiting its measures to local conditions. It is necessary to correctly understand the function of organization care service, reasonably define target consumer groups of three pension institutions, pay attention to the number, scale, quality and price of pension institutions, perfect and implement discount supporting policy.
