京津冀产业空间转移、地区专业化与协同发展--基于新经济地理学的分析框架

Industrial Relocation in Jing-Jin-Ji Region,Regional Specialization and Coordinated Development:An Analysis Based on the Framework of New Economic Geography

从新经济地理学的视角可以分析京津冀一体化对制造业空间格局的影响。我们利用地区相对专业化指数、地区间专业化指数、SP指数来测算这一影响,研究结论显示:区域经济一体化促使京津冀实现了产业分工;在京津冀三省市之间,北京与河北、天津之间的专业化指数较大,这说明北京与河北、天津形成了不同的制造业格局,专业化分工较为明显,但是河北与天津之间的专业化指数较小,并且呈现出小幅度下降趋势;北京正逐步将劳动密集型、资源密集型行业转移到河北与天津,逐步形成高新技术为主的制造业格局。针对京津冀协同发展的几点建议是:打破行政分割,构建京津冀协同创新共同体;以协同创新为先导,构建京津冀区域分工新格局;在协同创新共同体的基础上,形成区域产业综合发展的新局面;尽快建立区域利益协调机制,推动生产要素在区域内的有序流动;完善京津冀交通一体化,为协同创新提供支持,让人民群众尽快感受到交通一体化带来的实惠和便利。

From the perspective of New Economic Geography we can see Jing-Jin-Ji regional integration＇s impact upon the geographical distribution of manufacturing industry. We use relative regional specialization index, inter-regional specialization index, and SP index to estimate this impact. Our study shows that regional economic integration can promote industrial division within the Jing-Jin-Ji Region. There is a greater difference between Beijing＇s specialization index and those of Hebei and Tianjin, suggesting that the manufacturing industry＇s distribution in Beijing is different from that of Hebei and Tianjin, and that the industrial division among the three is more evident. However, the difference between Hebei＇s specialization index and that of Tianjin is smaller, and the difference is still decreasing slightly. Beijing is relocating its labor-intensive and resource-intensive industries into Hebei and Tianjin while keeping high-tech industry as the mainstay of its industry. For more effective coordinated development in Jing-Jin-Jin Region, we suggest that the region should break the administrative division and establish a coordinated innovation community. The coordinated innovation can then propel the renewing of Jing-Jin-Ji Region＇s industrial division. On the basis of the establishment of coordinated innovation community, this region should have an integrated development of its regional industry. The region should try its best to establish a regional interests coordinating mechanism and promote the orderly flow of factors of production in the region. The region should also improve its integration of transportation, which will support the coordinated innovation of this region and bring benefits and convenience to common citizens.
