The Debate of Japanese Society on the Function of Parliament during the Late 19th Century

明治维新后,受西方议会政治思潮影响,日本社会也兴起了近代化的议会政治思潮。思想家们从各种不同的视角围绕议会召开和解散的权力归属、议会的立法权和财政权、议会对行政权力的监督和制约权等关键问题,展开了争鸣。这不仅使近代化议会政治思想观念进入国民视野,而且为即将诞生的日本国会勾画出一幅初步的蓝图,对明治宪法及相关法律产生了不同影响。

Influenced by ideological and political thoughts of western parliamentary politics, there was a trend of constructing the modern parliamentary system in Japan in the Meiji era. Japanese thinkers were involved in a debate from varied perspectives, with topics ranging from the the power to summon and dissolve the Japanese Diet, the legislative and financial power of the Diet, the parliamentary supervision over administrative power. The debate not only implanted the political concept of modern parliamentary politics in the mind of Japanese people but also produced a primary blueprint for the Japanese Diet, exerting various kinds of political influence on the Meiji Constitution and related laws.
